OVC FY 2021 National Center for Culturally Responsive Victim Services

Cooperative agreement to a USA and territories nonprofit or for-profit organization, tribal agency, or IHE to support the development, management, and operation of a facility that provides services to victims of crime in underserved areas. Applicants are advised to complete required registrations prior to applying.
The program provides for the development, operation, and management of OVC’s National Center for Culturally Responsive Victim Services. The Center will facilitate the delivery of national-scale, high-quality training and technical assistance to increase access to victim services and victim compensation for victims of crime in areas that have been historically underserved, marginalized, and adversely affected by inequality, including communities of color.The Center will increase the capacity of community-based organizations to address the critical need for culturally relevant, trauma-informed, victim-centered services.The Center will serve as a national resource to help analyze critical issues, provide education and outreach, develop resources, promote culturally relevant advocacy and intervention; and provide consultation, peer-to-peer learning opportunities and other technical assistance and training. The Center will inform public policy and improve culturally relevant, trauma-informed, victim-centered services for victims in the communities to be served. The Center will work to strengthen and support victim services provided by community- and faith-based organizations and other stakeholders who provide direct assistance to victims of crime as all or part of their mission. The Center will provide technical assistance to develop infrastructure that improves service delivery and builds capacity for the management of state and federal grants for victim services. The grantee funded under this program should have an established record of representing and working on behalf of historically underserved communities, including communities of color, as its primary mission and demonstrate successful outcomes.The goals of this program are to:Promote racial equity in victim services and compensation by enhancing the organizational and programmatic capacity of victim service organizations run by and for historically underserved communities, including communities of color;Provide comprehensive, training and technical assistance to advance services to victims of crime; andBuild the capacity and infrastructure of organizations that provide victim services in underserved communities as all or part of their mission.For objectives and deliverables, seehttps://ovc.ojp.gov/funding/fy-2021/o-ovc-2021-32002.pdf#page=5.

Pre-proposal Conference

OVC will conduct one pre-application webinar on Wednesday, June 9, 2021, from 1:00 to 2:00 p.m. eastern time. Participation in the webinar is optional. OVC staff will review the solicitation requirements and conduct a question and answer session with interested potential applicants.
